After the devastation and suffering of World War II, the international community agreed to create the United Nations as a forum for the peaceful resolution of conflict. Nevertheless, in the Ukraine war, the international organizations play a marginal role. "It is the concert of powers, of the great powers," says moderator Reinhard Krumm. "We have to maintain the expectation of a rules-based order," counters Rüdiger Lüdeking, who worked as a Permanent Representative to the OSCE in Vienna.
