Testa now talks more about the project Merci, which focuses on multi-site events response and coordination intervention. For the implementation of the project, it was important to study on the procedures and protocols of the partner countries, a manual of procedures had to be developed, then a capacity building process started and small-scale simulation exercises.

When the Paris terror attack happened, it happened at several places at the same time, resulting in coordinated help. Testa differs “same model” with several events with the same risk, and “different model” with several events with different risks. The way each of these kinds of events is reacted to differs, too, to fight the risks.

Measure and manage

Razzak wanted to create a whole picture, and therefore one theory was important: "You can't manage what you can't measure." A tool which helps to measure was important, so they used published works on the topic and talked to experts. After the tool CAMERA was developed (to measure a city's performance), they first discussed it in study group, then they used it in a disaster drill.

After that, there was one part a diagnosis of parts like transport, hospitals etc., and the other part was a close look on the management side. All participants were asked questions, and their answers were also used to get a better overview over issues and wishes of the persons in charge. Future directions here are to get more data and to automize the data collection, to finally validate the tool CAMERA.
