Range brings up the topic of finances. To create a climate risk management different phases are important, like a good prevention, recovering of the event, responding to it, retaining and transfer (like with insurances) and preparations. “Why are we limiting us by focusing only on governments instead on other stakeholder”, says Range. “We all have to stand together and take on social responsibility. Everyone has his needs and his capacities and has to play his or her own role in his community.”
The government might come to late or doesn’t give the people what is really needed. In Ghana, there was a need to increase the resilience of the cities. The targeting of the risks is new, because it also looks on the vulnerability of public assets. What can be done, what makes really a difference, and what makes economically sense, that are questions which always have to be asked to get good results. Who needs what when where is the base of everything, and the Ghana case was successful in that.
