Snežana Samardžić-Marković says there's no fundamental difference between digital and analogue hate speech - both should be punished. "But hate speech can be seen online for a long time. It can be shared and linked." That means content which is deleted from one platform may well soon appear elsewhere.

Deleting statements online after they have been published reduces hate speech - but who sets the rules and determines what has to be removed and what is acceptable? Comments that are legal can also be upsetting, or can radicalize a discussion and poison the culture of debate. It's essential to be transparent about the reasons why a statement is deleted, says Julia Mozer, Communication and Policy Officer, CEJI.
