Anticiaptory humanitarian actions at local level in Somalia

Mohamed Yarrow, Nexus Somalia, spoke about how Somalia, a country highly affected by this climate crisis, is supporting anticipatory humanitarian action at the local level. They did this by:
  1.  Including anticipatory humanitarian as one of their key strategic pillar
  2.  Operationalising this ambition this year by developing a anticipatory fund hosted by their local members (the first locally led and owned consortium)
The fund is available to respond to small and medium shocks at the local level -  it has a response window of 60 days and value of 80,000 Euro. It ensures strong engagement of communities and local partners.  In the long term they want the government to embed this fund and they are supporting the government to build their capacity and institutions to do so.

How to improve climate services

Leon Guy Razafindrakato proposes three areas of collaboration in climate services:

  1. Support hydro-meteorological observation by satellites and climate data.
  2. Institutional collaboration at local and international level between meteorological services and humanitarian actors.
  3. Development of financial mechanisms to enable partnerships.
It is important to understand the difficulty in anticipatory action, and there is need for more collaboration for humanitarian actors and forecasters. More support should be provided to National Hydrometeorological Services, e.g. at the National Climate Outlook Forum and COP.
