Session 3: Seeking answers on climate finance

This session is seeking answers to the central question: How do we finance locally-led climate change actions and meaningful participation of all groups?

We heard from Dr Bimal Regmi, Team Leader at UKAID's Policy and Institutions Facility (PIF), Nepal:    

Nepal has been piloting the implementation and scaling-up of local plans and actions for accessing climate finance for local climate change actions.

Enablers include:
 • Supportive legal provision so that 80% of any climate finance that comes from international sources has to be spent at the local level.
 • Nepal has a history of active, vibrant institutional mechanisms playing a crucial role in advocacy and lobbying with the government to support local actions
 • Participatory approaches and regular consultation – means local and vulnerable communities are a part of the process
 • Scaling up resource allocation that is targeted based on risk and vulnerability of the communities that need it the most.
