Finance for locally-led adaptation in fragile and conflict settings

In session 1C, Yue Cao, Senior research officer in the Global Risk and Resilience programme at ODI, presented the results of a study exploring conflict blind spots and climate adaptation finance.

Research found that adaptation programmes in Mali were focused around the national capital and in the west of the country rather than the most vulnerable parts of the country (see map, below).

Conflict worsens the problems of accessing climate finance - the most vulnerable areas that need the most support are missing out because of the dangers. There is a focus on areas that are the most secure. Donors’ risk appetite and tolerance do not support adaptation finance reaching the most vulnerable communities, and there is weak evidence of conflict-sensitive practices in adaptation programmes

Session 1E looked a Nature-based solutions (NbS). Done well, these could hold the key to cost-effective ways of protecting, sustainably managing, and restoring ecosystems, while at the same time addressing  challenges such as climate change, biodiversity loss and poverty and inequality.
