“We are all in this together”, says Mizutori. A situation like Covid-19 shows this clearer than anything before. The disasters are complex and often intertwined. Kofler is happy about the strong community of humanitarian development and help. This year, the floods in Germany showed how vulnerable even areas can be, where nobody ever expected a danger. This happens in a lot of countries, and it also includes, next to many traumatic or dangerous effects, a loss of dignity.

“That’s why anticipation is so important, as is adaption”, emphasizes Kofler. “Reducing the vulnerability of people is crucial here.” More capacities, more warning systems, more emergency plans, more preparation – that is incredibly important to create a better anticipation. “If people are informed, even only a short time before, it makes a difference”, explains Kofler. “It makes a difference if people lose everything or if they can save something.”

Dr. Bärbel Kofler, Federal Government Commissioner for Human Rights Policy and Humanitarian Assistance Anything we can do to prevent events like the flood in Germany must be done. Anticipation is one of the really crucial elements in the whole humanitarian cycle.  08:45
