Making decisions based on forecast can be difficult - YES or NO?

In making decisions regarding seasons, we work with probabilities on events - whether flood or drought, we should be prepared. Sometimes we prepare but disasters don’t happen which is okay as long as we are prepared. What is important is to be able to make decisions based on information available.
