The tenth article of the European Convention on Human Rights guarantees freedom of expression, but it doesn't extend to protection against spoken hate speech. Marija Pejčinović Burić, Secretary General of the Council of Europe, says the eighth chapter on the right to respect for private and family life is a guideline for where freedom of expression ends and the hate speech threshold is crossed.
