The setting of this mechanism has been a challenge because of the risk of acting in vain- So it has been difficult to advocate for its installment due to the insecurities involved in anticipatory financing. Nevertheless, we have managed to moved forward. We need to embrace collaboration and coordination with other stakeholders in order to make the financing mechanisms for anticipation sustainable.
