What could be more relevant than talking about financing? This is genuinely the most important discussion to have when talking about establishing Forecast-based Financing. We need to have robust and sustainable financing mechanisms in place to be able to establish anticipatory systems. Sustainable Financing for Anticipatory Action at Scale in Africa: Integrating Anticipatory Action in National Disaster Risk Financing Strategies

As we are moving away from the pilot stage in Forecast-based Financing, practitioners are exploring how these instruments can be sustainably integrated into national systems for achieving impact at scale. One of the biggest emerging challenges is the limited flexible funding available to national governments and FbF practitioners for scaling-up the implementation of anticipatory actions.

This session will convene a number of Government agencies, FbF practitioners and Disaster Risk Financing Experts to discuss the following:

  • What sources of financing for anticipatory action are currently available in the continent
  • How accessible are they and/or what are some of the limitations that still exist?
  • What makes financing for anticipatory action “effective”?
  • How can Governments sustainably invest in anticipatory action? 
  • What can we learn from experiences in other regions and/or with other ex-ante instruments, such as insurance schemes in Africa?
  • What should we prioritise as FbF practitioners for supporting sustainable financing of anticipatory action in the continent?
