Some systems (like social insurance) require specific payment into, where others are social assistance which is provided by the state without specific payments.
Social protection is designed to help people absorb the shocks from disasters or crises.
Further she introduced a UK system called the “Cold Weather Payment” systems, where during a cold snap, funds are automatically provided to elderly citizens. So it is not a new concept, as this has been around for 33 years

According to Eddie the challenge of economic insecurity is more acute for those who work in the gig or day labour economy:

“The strength of a bicycle chain is only as strong as the weakest link”

The poor and under resourced people are the weakest link in urban systems. No city can truly be great, unless that weak link is strengthened.
