WFP Bangkok: PRISM -Drought and Floods in Cambodia and Myanmar

Mr Nicolas Bidault from WFB in Bangkok presented the PRISM platform on drought and flood monitoring in Myanmar and Cambodia. In Myanmar, different scenarios allow to consider potential impacts on livelihood and food security, depending on seasonal fluctuations, for selected hazards. Impacts then were identified and prioritized. In the context of drought in Myanmar, the SPI (“Standard Precipitation Index”)  in a period of  3 consecutive months was applied to activate the trigger. Such information and impact forecasting can be collected and presented in platforms, such as the PRISM platform by WFP.

Kara Siahaan on IFRC’s plans beyond the FbA by the DREF: In terms of the know how IFRC gained by setting up FbF and the FbA by the DREF, IFRC wants to see how that approach can be used for other financing mechanisms to fill gaps. For example IFRC carried out a feasibility study supported by the World Bank to assess how National Societies could access the South East Asia Disaster Risk Insurance Facility (SEADRIF). According to Kara: “The study showed that medium-sized disasters are, where there are gaps, can we try to introduce forecast-based insurance for them? We could use that for faster response”. Kara highlights that IFRC “want to stretch the value of our FbF work”. She mentions the Philippines as one example, where FbF has inspired the allocation of government budget at sub-national level to replicate FbF, which allows LGU to do early action. “We want to see FbA serve as a catalyst for more early action at the local level.”
