From Vietnam, Tran Si Pha, Head of Viet Nam Red Cross Society Disaster Management Department, and Nguyễn Thị Hoa, the Forecast-based Financing manager of the German Red Cross, gave a fascinating insight into the technicalities of establishing a heat wave warning and early action program in Hanoi. Different layers of vulnerability, temperature averages, etc. were collected and assembled to create the trigger system and to create early action protocols for heat waves. “We have developed early action guidelines and SOPs for Cooling Centres in response to people impacted by heat waves in cities”. An example of how to scale up and be more agile is to use the GIS mapping methodology that was developped to create impact maps for heatwaves for other hazards.
