The SUFAL project in Bangladesh

REAP Session: Sumaija Kabir of Care Bangladesh, who is working on the SUFAL project that supports Flood Forecast-based Action and Learning in Bangladesh said that ECHO is a great support in funding the development of Forecast-based Financing. The Project's objectives are: 1. Enhance forecasting and Ealy Warning to trigger early actions, 2. Strengthen institutional capacity and 3. create demand and evidence for FbA. The  project activated in 2020 during the the flooding and documents the results in order to be able to convince the government authorities with evidence. There is a technical WG on national level coordinated by Bangladesh Red Crescent Society with all major actors. Obstacles and enablers for scaling up: "While there is a growing interest from the government, there is still a need of better understanding of what Forecast-based Action means". The common understanding has to be further developped. "These are the dilemmas we have to work with: response is still needed! We need funding for both - Early action and response."
