Managing risks is so much better than dealing with the impact of the risks. We want to do more do reach more of the population vulnerable to climate shocks. Early payouts have proven to be more effective on various levels. We found that once we are able to provide early financing to farmers, we could prevent them from slipping into poverty and see highly meaningful impact for the longer term. Early payouts allow farmers to maintain their livelihoods. We have found that working to ensure that a functioning EWS system installed in the national system that can inform payouts early can allow us to prevent the most vulnerable to experience the socio-economic shocks of climate risks.  How will the FbF approach become more sustainable? Mainstreaming the approach within Government structures is key for that, but following community-based approach, to get community participation throughout the whole programme cycle. We do that through the training and involvement of Red Cross youth volunteers who support the local authorities to map out and identify key risks in village disaster risk plans. Those plans owned by the local level are provided to the Disaster Risk Management Councils, for the integration into the DRR management plan.
