Anticipatory Action and Conflict in Africa: What is the Way Forward?

Considerable progress has been made across Africa in implementing Anticipatory Action (AA) projects for multiple hazards and developing sounder methodologies for trigger-based financing. Yet, in recent years, conflict has become the predominant factor for the increasing humanitarian needs across various countries.The staggering rise of conflict induced displacement in insecurity hotspots such as the Central Sahel and the protraction and complexity of crises in the continent highlight to practitioners a number of questions to be answered.
- First of all, is anticipatory action feasible for conflict, and if so, what are key experiences to learn from? Secondly, how should anticipatory action projects focusing on other hazards (climate shocks, pests) be implemented in conflict contexts? Thirdly, a clear definition and methodology for AA is a pre-requisite to trigger pre-emptive funding: while there is growing consensus on how this works for climatic hazards, how would this apply to conflict?
This session will bring together practitioners working on anticipatory action and conflict to provide initial answers to these questions.
