A transboundary flood forecasting system is one of the projects Sinojmeri presents. Better warnings are one of the goals, but also awareness raising and more preventive flood protection measures. This helped to prepare more flood response plans. Cruz follows with her presentation about Community Early Warning Systems in Ecuador. Portoviejo City is exposed to several threats like earthquakes or floods. But this city is growing, so what preconditions can help? One thing is an analysis of the economic and social dimension, but also territorial diagnosis in four sectors or vulnerability maps.

A new CEWS management model was designed, so that the citizenship can give an emergency response. "The challenge is to implement the early warning system into the Decentralized Cantonal Risk Management System", explains Cruz. It is more important than response actions, looks for permanent contact between the community leader and inhabitants or social organizations, creates a more sensitized population and altogether creates a bilateral approach.
