Goxharaj emphasizes that the core of INSARAG are the guidelines - and that they are really fulfilled. Teams, for example, are often classified differently in different regions. This changed in the last years: Instead of having a highly qualified team, now it is more like a club membership with too many teams in the AEME region and not enough in the hot spots for example in Asia. Local teams can save more life and do this faster than international classified USAR teams - but they are still needed. Light USAR teams can increase the live rescue. "They can virtually jump over the boarder", explains Goxharaj. These light teams consist of less than 20 people.

For the capacity building it is good to work as local as possible. Local resilience is an important part of the First Responder Training, while the National Accreditation Process (NAP) is offering a national standard for the USAR teams and LEMA.
