"What is the weakest link in translating that early warning into action?" Kara Siahaan asks Prof Dr Gerhard Adrian. "I think the critical issue is, in the end, the issue of cooperation. The cooperation between the different sectors" he explains and reminds us how we talked earlier about the interdisciplinarity. "We have to work together and I'm very happy that the WHO congress has decided to open its government system to partner organisations. So partner organisations are invited to really contribute to the WHO systems and to support their activities. That's very important", Dr Adrian emphasizes.

Cooperation between different sectors is one of the most important points, emphasizes Adrian. What is the most important message on early warning systems and risk management? Ryan sees it in the interface, the interlinkages of systems, because this can help. "And this has to be done at community level", explains Ryan. "We have to empower local communities to take action. The reality is that we have underinvested in protecting ourselves of pandemic disasters." There is a new shift in the seriousness this is done."
