Freedom Barometer is a comparative index, which measures from a liberal perspective 3 types of freedom- political, economic and rule of law.  It is published by the Regional Office of Friedrich Naumann Foundation for East and Southeast Europe.

Political freedom is comprised of the following dimensions: free and fair elections, the absence of unconstitutional veto players, press freedom. Economic freedom is comprised of the following dimensions: Security of property rights; the size of government (expenditures, taxes, enterprises); regulation of credit, labour and business; freedom to trade internationally. By the rule of law Freedom Barometer measures independence of the judiciary, corruption, protection of human rights.
